I don't know who Irene is, but she sure knows how to pick a great launch spot. This is a small narrow peninsula that stretches out to the west from Dauphin Island. You can launch from the tip on either the gulf side or the Portersville Bay side to the north, and possibly even the tip itself on the west. All conditions can be found here. When the wind is from the north there can be bump and jump on the north portion, and possibly good sailing in the surf on the gulf side. When from the south, southeast, or east, you will have smooth water on the north bank. There are rumored to be a lot of stingrays, just do that stingray shuffle when your walking around and the little guys (and not-so-little) will scatter as you approach.

From I-10, take 193 south, drive towards Dauphin Island. Drive over the causeway to the island. When you get to town go west (left) on Bienville Blvd, take the road until it dead ends. Park along the road and launch where you want. You may need a parking permit to gain access to this end of the island.
